What Are FMGL Regulations 2021?

The Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021, issued by the National Medical Commission, define the conditions under which Indian students who complete a medical degree from a foreign institution may be eligible to appear for the screening test (currently NEXT) to obtain a license to practice medicine in India.

These regulations set out requirements related to the duration of the medical program, language of instruction, clinical training hours, internship structure, and other parameters.

Key Requirements Under FMGL Regulations 2021

Minimum Duration

The undergraduate medical program must be of a minimum specified duration (typically 54 months or more, excluding internship).

English-Medium Instruction

A compulsory supervised internship of 12 months must be completed, either abroad or in India, depending on applicable rules.

NEET Qualification

Screening Test (NEXT)

Graduates must pass the screening test (NEXT or equivalent) conducted by NMC to be eligible for a license to practice in India.

Important Clarification

Nalanda College of Medicine, Timor-Leste has designed its academic framework keeping in mind the requirements applicable under the FMGL Regulations 2021. However, the institution does not claim NMC recognition, as NMC recognition applies only to medical colleges within India.
